Bamberger was the first non-Mormon, the first democrat, and the first and only Jewish governor to be elected in Utah as the 4th governor, which he held from 1917 to 1921. Charles Mabey was the fifth governor of Utah from 1921 to 1925. Frank Francis was the mayor of Ogden, Utah and was elected and served 3 terms from 1919 to 1930.
